The CHER 34th annual conference started early this morning, bringing together researchers from different countries all over the world to jointly discuss the latest research topics on higher education, under the broad theme of “A Sustainable and Responsive Higher Education”.

Organised by the Board of CHER and the Finnish Institute for Educational Research, University of Jyväskylä, Finland, the conference started with the first Ulrich Teichler Keynote, named as such to acknowledge the outstanding work and contribution of one of the founders of CHER: Ulrich Teichler.

The honor of being the first keynote speaker rightly befell on Jussi Valimaa, a professor of higher education, an historian at heart - and not only of higher education - but also a political scientist and a comparativist, someone with a deep knowledge of European policymaking, societies, cultures and economies. He is also a humanist and a friend that has generated a tremendously meaningful body of research and knowledge on higher education. Following the co-operation between CHER and the European Journal of Higher Education, the journal has released a CHER supplement issue of the European Journal of Higher Education for the members of the Consortium (Volume 11, Issue sup1 (2021)).

Hugo Horta, from The University of Hong Kong, has been appointed Chairperson of the Consortium, at the CHER Board of Governors’ meeting.

Hugo Horta is an Associate Professor at the Faculty of Education of the University of Hong Kong (working at HKU since September 2014). 

After completing his Ph.D in Management and Industrial Engineering at the Instituto Superior Técnico (IST), University of Lisbon, in 2007 (part of it performed in the Netherlands and in the US), and a postdoctoral spell in Tohoku University, Japan, he worked as Advisor to the Portuguese Secretary of State of the Ministry of Science, Technology and Higher Education, from 2010 to 2011. He also served as the Portuguese National delegate to the European Research Area Steering Committee on Human Resources and Mobility until 2014, chairing the ERA Working Group “Grant Portability”, which analyzed the possibility to establish a grant portability scheme among European countries.

Throughout this period, he authored and co-authored 90 publications in international peer-reviewed journals, such as Higher Education, Research in Higher Education, Management Science, Technological Forecasting and Social Change, Science and Public Policy, Research Evaluation, Journal of Technology Transfer, Scientometrics, Minerva, and Studies in Higher Education among others, as well as chapters in edited books and specialized handbooks. 

His main topics of interest refer to academic research processes and outcomes (including research agendas and research productivity), academic immobility, mobility and knowledge dynamics, and career trajectories of PhD holders. He is currently Coordinating editor of Higher Education, a leading journal of higher education studies, and sits in the advisory/editorial boards of several international higher education (e.g., Journal of Higher Education Policy and Management) and science and technology journals (e.g., Research Evaluation). He is also the Chairperson of the Consortium of Higher Education Researchers (CHER) since 2022, after becoming member of the CHER board of directors in 2018.
